Apologies if this is the wrong sub.
We are looking to build a computer capable of doing DL image processing research at an academic medical center. I need to give our IT folks an idea of what kind of specs we need and they will source the parts/assemble in-house.
We do mainly imaging research, as of now virtually all 2D images, no video likely in the near future. Typically use CNN-type architectures. Mainly use TensorFlow although there's some push for PyTorch.
Can anybody point me to a good resource for answering these questions?

By the end of May 2009, Senate Majority Leader Harry Reid was a worried man. A few days previously, he had received a thorough briefing on the progress of the new AAWSAP BAASS effort from aerospace billionaire Robert Bigelow and the breadth and the scope of the investigative horsepower of the fledgling organization had astonished the senior politician. Given what he had just heard from Bigelow, Reid was concerned that BAASS would get too high a profile at DoD in the near future and that the AAWSAP contract would be exposed and essentially unprotected from potential opponents at DoD.
But there was another reason for worry. Over the years Reid had caught various straws in the wind that both Russia and China were involved with, and heavily invested in, UAP-based advanced technology research programs. That chatter had intensified, and by May 2009 Reid was concerned that the United States was asleep at the wheel, that the mixture of bureaucratic fear, careerism, and scientific conservativism at the Pentagon was handcuffing the ability of the United States to make progress in exploiting UAP-based technology.
In Reid’s mind there was a grave danger that China and Russia, who were not similarly handcuffed, would succeed in taking quantum leaps forward from exploiting UAP-based hardware and thus gain an irreversible technological upper hand over the United States. On June 24, 2009, Reid took the bull by the horns and, in consultation with the intelligence community, drafted a bold letter to then Deputy Secretary of Defense William Lynn.
A new unclassified nickname, the Advanced Aerospace Threat Identification Program (AATIP), was created for use within the unclassified letter because it was decided for security reasons not to use the AAWSAP acronym. Reid’s letter was carefully crafted to initiate the process of urgently conferring Special Access Program (SAP) status to some of the more sensitive projects at BAASS.
The third paragraph of the majority leader’s letter to Deputy Secretary of Defense William Lynn was very specific: “In order to support this national effort, a small but highly specialized cadre of Department of Defense (DoD) and private sector individuals are necessary. These individuals must be specialized in the areas of advanced sciences, sensors, intelligence, counterintelligence, and advanced aerospace engineering. Given the likelihood that these technologies will be applied to future systems involving space flight, weapons, communications and propulsion, the standard management and safeguarding procedures for classified information are not sufficient. Even the use of conventional SAP protocols will not adequately ensure that all aspects of the project are properly secured.”
Senator Reid closed his powerful letter with a statement that directly addressed his primary concern about the danger that Russia and China were gaining a technological advantage over the United States through their exploitation of UAP-related hardware: “Ultimately, the results of AATIP will not only benefit the US Government but I believe will directly benefit DoD in ways not yet imagined. The technological insight and capability gained will provide the US with a distinct advantage over any foreign threats and will allow the US to maintain its preeminence as a world leader.” In the letter, Reid nominated his long-time senior staffer Robert (Bob) Herbert to be the official point of contact with DoD.
Reid instructed Herbert to deliver the highly confidential letter to the Deputy Secretary of Defense, William Lynn. Herbert brought the letter to Lynn’s office and, following protocol, delivered the letter to Marcel Lettre, the Deputy Assistant Secretary of Defense for Legislative Affairs at the Pentagon. Sometime later, it transpired that the letter had been photocopied by unknown parties and copies given to people at the Pentagon, at the Under Secretary of Defense for Intelligence (USDI), and at DIA.
The widespread distribution of Senator Reid’s once secret letter caused controversy. Among the surprised recipients of the letter was then Under Secretary of Defense for Intelligence General James R. Clapper and Susan Jones, who at that time was a senior official at the Special Programs Office at USDI. Within a few weeks of the letter being circulated, a meeting was convened at the Pentagon, and in attendance were Lynn, Jones, Lettre, Clapper, Bob Carlsberg, who at time was a senior DWO official at Defense Intelligence Agency, as well as others.

I've read in the TOS, that automated process that exceeds what a normal human could achieve in the given time, is not allowed. I'm planning to webscrape maybe 20 websites regularly every hour.
Now you can definitely check all those websites by yourself within an hour, but it still sounds like a heavy task for replit. I'm planning to rent a server for it, but as it's only in a "beta" version and I am still working on it, I would like to use repl-it for now. Of course, if it is not allowed, I will rent a small server from the start.
I also saw somewhere that there is 100GB bandwidth limit, but I am not sure where I can check the program's usage.
